Board of Directors
In accordance with the amendments to the Real Estate Brokerage Act, the composition of the OACIQ Board of Directors has changed:
- The chair of the board of directors is elected among the directors appointed by the government;
- The vice-chair is elected among the licensed directors.

RICHARD BOIVIN
CHAIRMAN OF THE BOARD
Mr. Richard Boivin has extensive experience in the financial sector, in both the private and public sectors. He has been a member of the Barreau since 1973. He also holds a degree in administration. He held various management positions in insurance of persons and damage insurance, mutual fund and securities. He also worked in various organizations, such as the Société de l'assurance automobile du Québec and the Inspecteur général des institutions financières (referred to today as the Autorité des marchés financiers). Me Boivin left the Ministère des Finances du Québec in December 2018 after nearly 14 years as Assistant Deputy Minister, Policies Pertaining to Financial Institutions and Corporate Legislation. In this capacity, he was responsible for drafting Bill 141, which thoroughly reviewed all the laws governing the financial sector in Quebec.
MICHEL LÉONARD
VICE-CHAIR OF THE BOARD
Mr. Michel Léonard had previously served as the Chairman of the Board of Directors of the OACIQ and of the Fonds d’assurance responsabilité professionnelle du courtage immobilier du Québec (FARCIQ). He holds a certified real estate broker licence AEO with more than 30 years of experience in the commercial real estate field. Before founding the BTB Real Estate Investment Trust, of which he has been the President and CEO since 2006, he helped many regional and national organizations as part of strategic planning and complex real estate negotiation mandates. He has a Bachelor’s degree in Commerce and a Bachelor of Civil Law from McGill University. He is a member of the Barreau du Québec. With extensive experience in corporate governance, he obtained the A.S.C. (Certified Corporate Director) designation from the Collège des administrateurs de sociétés in September 2016.

CHRISTIAN CHARBONNEAU
Christian Charbonneau is Senior Vice President at CBRE. He has gained over 30 years a rich experience in corporate real estate and joined CBRE in 1998. He also sits on the following committees: Global Corporate Services, Life Science Group and Law Firm Practice Group, of CBRE Inc, which is the largest real estate agency in the world. He specializes in the representation and advocacy of corporate tenants with regards to acquisition transactions and real estate disposition of property holdings as well as real estate planning strategies. His extensive knowledge of the real estate market allowed him to represent many large-scale companies at the local, national and international levels. Member of the Montreal Bar, Christian utilizes his full potential professional experience to provide the best service platform to his clients.
DIANE MÉNARD
Diane Ménard has been holding a certified real estate broker licence AEO in residential real estate since 1998. She has an expertise in the recasting of policies and governance. She served on the Board of Directors of the Greater Montréal Real Estate Board (GMREB) from 2000 to 2015. She chaired committees such as the Audit and Finance and the Recasting of Procurement and Spending Policies. She also served as Vice-Chair from 2010 to 2015. She gained an extensive experience in managing real estate issues at the Collège de l’immobilier du Québec, of which she was president from 2009 to 2014.
PHILIPPE MORIN
Philippe Morin holds a certified real estate broker licence AEO with over 18 years of experience in the field, mainly in residential real estate in and around the West Island of Montreal. He has also been involved as a volunteer in youth causes in his community for several years
JOSIANE PÉPIN
Josiane Pepin has 20 years of experience in the real estate field where she has acted as a broker and agency executive officer. She is currently co-owner of the agency where she works. She also holds the roles of Agency Executive Officer and Vice-President of Operations, combining field expertise with strategic vision to maintain high standards of quality and professionalism. Ms. Pepin is a lawyer and has enriched her career with a Certificate in Labour Law and a Postgraduate Diploma in Dispute Prevention and Resolution from Sherbrooke University, thus developing an ethical and collaborative approach tailored to the complex challenges of her industry. To diversify her experience, Josiane has served on the boards of directors of the UQAM Legal Clinic and the Maison des jeunes de Longueuil, showing her interest in governance and social justice issues. She is a mediator accredited by the Quebec Institute for Mediation and Arbitrage and stands out for her nuanced approach and leadership based on rigour and integrity.
DENIS PERREAULT
Denis Perreault has extensive expertise in the commercial real estate field, with over 40 years of experience in various sectors of the industry–international investments, asset management, office space leasing, property management and commercial real estate brokerage, in both leasing and sales. Mr. Perreault holds an Executive MBA in real estate from the Université du Québec à Montréal and a bachelor's degree in business administration from HEC Montréal. He acquired further expertise at Ivanhoe Cambridge, a real estate subsidiary of the Caisse de dépôt et placement du Québec, where he worked from 1996 to 2013. He also served as General Manager for Québec at Avison Young from 2014 to 2019. Mr. Perreault is now self-employed as a commercial real estate brokerage consultant and real estate trainer.

SÉBASTIEN BOUCHER-LAVALLÉE
Mr. Sébastien Boucher-Lavallée graduated with a Master's degree in administration with a major in finance. He also holds a Graduate Diploma in the fight against financial crime. Member of the Ordre des comptables professionnels agréés du Québec (CPA), he is controller, Financial Projects & Process Improvement at ABB. Mr. Boucher-Lavallée has been a member of the board of directors of Cégep Saint-Jean-sur-Richelieu since 2013. Chairman of the Board from 2016 to 2019, he is also a member of the Executive Committee, the Finance and Audit Committee and the Ethics and Governance Committee.
JOËLLE CALCE LAFRENIÈRE
Ms. Calce-Lafrenière has extensive expertise in self-regulatory organizations, acquired in various management positions at the Chambre de l'assurance de dommages and then as a digital strategy consultant. She holds a Bachelor of Fine Arts degree from Concordia and is a member of the Ordre des administrateurs agréés. She also has an MBA from HEC Montréal and is currently completing certification in corporate governance (ASC) from the Collège des administrateurs de sociétés. She is a director at the Ordre des ingénieurs du Québec, where she chairs the Governance and Ethics Committee. In the past, she served on several other non-profit boards.
JACQUELINE CODSI
Over the course of her career, Ms. Jacqueline Codsi has held senior management positions in human resources and organizational development in various corporations (financial sector, professional services, health network). She is a Certified Industrial Relations Counsellor (CIRC) and Organizational Psychologist. She is also certified in corporate governance (ASC) and executive coaching. Ms. Codsi also has an extensive experience in strategic consulting and mediation in many private and public organizations, including in the context of organizational shifts or restructuring. She is a member of many boards of directors and chairs or takes part in several strategic committees in human resources, governance and ethics.
CHRISTIAN CYR
Christian Cyr holds a Master’s degree in Business Administration from Concordia University and a Bachelor's degree in Actuarial Science from Laval University. Mr. Cyr has worked as a senior executive and strategic advisor, primarily for financial institutions and insurance companies. His responsibilities have led him to lead and support teams of professionals specialized in strategic planning, marketing, solutions and product development, client experience, actuarial work, and project management. He has been a member of the Canadian Institute of Actuaries, the Society of Actuaries, the Ordre des administrateurs agréés du Québec and the Project Management Institute (PMI). Mr. Cyr is currently serving on the Board of Directors of the Société d'assurance automobile du Québec (SAAQ).
YVES LORANGE
Mr. Lorange has many years of experience in consulting and management. He holds university training in business administration, including an MBA. He is a member of Quebec’s Order of Chartered Professional Accountants (CPA). He is also a member of the Institute of Corporate Directors. He is familiar with non-profit organizations, as he served as Chief Financial Officer. Active director of publicly traded companies and non-profit organizations, he has previously chaired Audit committees and Human Resources committees.
